Certified locator: an independently assessed underground service locator

A certified locator is an underground service locator whose competence has been checked through an independent assessment. In Australia, CERTLOC runs a national program: candidates pass a theory assessment and a practical assessment with an industry assessor.

OpsChase’s utility locating software keeps each locator’s certifications, inductions and equipment calibration dates, so you can see who is qualified before you assign a job.

What certification involves

CERTLOC says certification is valid for two years and is renewed by earning 50 continuing education units in that time. The Before You Dig Australia (BYDA) Best Practice Guide describes the assessment as covering equipment, competence, workplace safety, and knowledge of AS 5488, the Australian Standard for classifying subsurface utility information.

Certified Locating Organisations

A Certified Locating Organisation employs at least one Certified Locator and meets CERTLOC’s business requirements, including insurance and an equipment list. CERTLOC says organisations can choose to be listed on BYDA’s referral service by service area. It also says only Certified Locators registered with a Certified Locating Organisation can access Telstra infrastructure for locating purposes.

Why clients ask for it

BYDA’s guide recommends engaging a certified locator, unless the asset owner advises otherwise, to interpret plans, locate services and report results by quality level. Check CERTLOC’s current requirements for the details.

How OpsChase tracks it

Each locator’s certification details sit on their profile, with inductions and calibration dates. When you drag a job to a locator on the dispatch board, you can see whether they are qualified for it. OpsChase is independent and isn’t affiliated with CERTLOC or BYDA.
