Regulation 13 certificate: proof a reference standard is itself verified

A Regulation 13 certificate is a certificate of verification for a standard of measurement, issued under regulation 13 of the National Measurement Regulations 1999. The National Measurement Institute (NMI) says servicing licensees must use reference standards, such as test weights and proving measures, that have a current one.

OpsChase for trade measurement verifiers keeps each reference standard’s certificate details on file.

Why servicing licensees care

Regulation 2.43(21) of the National Trade Measurement Regulations 2009 makes it a licence condition: where the national instrument test procedures require equipment to hold a current certificate of verification issued under regulation 13, the equipment a verifier uses must hold one. A verification is only as sound as the standards behind it.

Who issues them

Under regulation 13, a verifying authority may verify a standard of measurement and, if it does, must issue a certificate of verification. NMI appoints verifying authorities and publishes the list, with the physical quantities each covers, such as mass, volume or flow rate.

Changes to your standards

NMI asks servicing licensees to notify changes to their reference standards within 14 days, such as replacement, reverification, calibration or decommissioning, with the latest standards register and the new certificate unless NMI issued it.

Common slips

  • A certificate filed against one van when the weights are split across two.
  • A stand-in standard used while the usual one is away, without checking its certificate.
  • A standards register that has not been updated since the last licence renewal.

How OpsChase tracks standards

Log each standard with its certificate details, and each verification records which standards were used, so the team can check them before a job. OpsChase is independent software and is not made or endorsed by NMI.
